More FIA Cookiness

I'm finally watching GP of Turkey practice coverage, and just heard mention that each team is only allowed one gear ratio change between events. What the?

So is the point here to limit the teams' (Friday only, no) testing time on-track, perhaps to limit cost of wear and potential accident? Or is it simply to inject uncertainty into the entire paddock, so that each race result isn't a given?

Didn't one of the guys comment that teams' former standard practice was to essentially rebuild the box after each track session? I'm guessing that that's what it's about.

It might keep them from using really narrow one-time-use-only gear ratio pairs, or from making a habit of also changing bearing and shifter dogs (or whatever they have inside there now) "as long as we have it opened up."

Or it might turn out in the fullness of time to have been completely worthless. That wouldn't surprise me a bit. Who ever thought that those grooved tires were a good idea?
